HistoryEdit
Clancy McGinty was a police officer who befriended Steel Sterling in his early adventures. Though Clancy was most often comical in his attempts to apprehend criminals, he was a devoted friend to Steel Sterling.
Clancy met a man named Looney who also aid Steel Sterling on his adventures. The two men became very close to one another and later had adventures together without Steel. The two men were very affectionate with one another and Clancy often became jealous of any woman Looney paid the slightest bit of attention towards.
Later Clancy was promoted to the rank of sergeant and became the mentor to rookie policeman, Matthew Burland, who also known as the Black Hood.

Clancy and Looney have the distinction of being the first two men to kiss each other on the lips in comic history in Jackpot Comics Vol 1 2. Shortly afterward Looney was written out of Steel's adventures and Clancy was promoted and became a mentor to the Black Hood.
