Hal Cooper hardly has anything to do with the plot of the reboot until issue 24.  After Betty revived from a coma (but with paralyzed legs) after getting involved in a heated street race between Archie and Reggie, Hal told Archie's father Fred that Archie wasn't allowed near Betty, and insisted that Betty have no contact with the Andrews at all.  Archie even suspected Hal didn't blame Reggie at all, despite Reggie's imprisonment after setting up the race and goading Archie in the first place.  Archie sold the car he and Betty had been working on and gave the money to Hal, but Hal did not show gratitude.  In Issuer 25, Jughead gets Betty alone with Archie so he can talk with Betty's parents.  Although Jughead calmly and wisely raised several good arguments, Hal stormed out of the room in anger.  However, it's possible some of what he said had an effect on Hal's wife, who seems to also believe Archie was fully responsible.

Hal hasn't been prominent in the comics ever since then. While he seemed to still resent Archie for the accident, in issue #32, he and Alice were seen with Archie's parents during the school prom while all of the students present were held hostage, possibly meaning Hal and Alice are less upset at Archie.
