History

Samuel Stanger was the primary antagonist of Jughead Vol 2 issues 1-6. He replaced Mr. Weatherbee as the principal for Riverdale High and then proceeded to implement a new curriculum (involving learning how to hack and operate drones), a strict disciplinary program, and a nutritious-but-bland cafeteria menu.

It is later revealed that he worked for the CIA, a former spy before being disgraced and transferred to the training department at publisher of their training manuals. Under the guise of locating printing plants, he was taking over schools and turning students into spies to show his boss they could. Eventually, his plan is thwarted and he is arrested.
