Snowbird was a cocaine sniffing, half-pint German spy, who became prison cellmates with the Strangler. During WWII, they both escaped a U.S. jail, and took over the NYC Crime Syndicate briefly.
The Shield and Dusty were able to apprehend Snowbird, who sent back to prison, but the Strangler did escape their grasp.
