The Strangler was a villainous Nazi who Adolf Hitler sent to America to strangle a French Council member. He succeeded in the killing, but was caught and sent to a U.S. prison.

He became friends with his cellmate, Snowbird. They both escaped together, and briefly took over the NYC crime syndicate. The Shield and his sidekick, Dusty, were able to apprehend Snowbird (he was sent back to prison), but the Strangler did escape their grasp.
